Minutes:

RESOLVED that the applications be determined in accordance with the recommendations contained in the Schedule, subject to the following conditions and amendments:

 

a)            Item 1: 3PL/2007/1135/F: North Lopham: Beech House, The Street: Extension to dwelling for Mr and Mrs R Gilbert

 

Refused, contrary to the recommendation.  The Committee felt that the layout was unsatisfactory, and was of a poor design and would be detrimental to the character of the area.

 

b)            Item 2: Bridgham: Hall Farm Barns: The Street: Proposed barn conversion creating 8 no. residential units and associated amenity areas for Mex Homes Ltd

 

This application was considered under Agenda item 8 – see Minute no. 165/07 above.

 

c)            Item 3: 3PL/2007/1303/O: Sporle: Hill Farm, The Street: Demolition of poultry houses and erection of 8 no. Housing Association dwellings including access roads and parking for Ms Emma Gent

 

This application was considered under Agenda item 9 – see Minute no. 166/07 above.

 

d)            Item 4: 3PL/2007/1305/O: Sporle: Hill Farm, The Street: Erection of 9 no. detached dwellings including access roads and garages for Ms Emma Gent

 

This application was considered under Agenda item 9 – see Minute no. 166/07 above.

 

e)            Item 5: 3PL/2007/1307/F: Attleborough: Land adjacent to Brooklyn House Nursing Home, off Queens Road: Construction of new car park for Brooklyn House for Caring Homes Ltd

 

Approved as recommended, subject to a further condition to include low level lighting.  Furthermore, Members asked that the details of the method of surfacing for the car park be agreed with the Officers in order to prevent any unnecessary noise associated with vehicle movements.  It was further suggested that the surface should be of a porous material to enable water to run off.

 

f)              Item 7: 3PL/2007/1319/F: Thetford: Castle Park Play Area, Castle Meadow, Castle Lane: New play equipment including 5.29m giant swing for Thetford Town Council

 

This item had been deferred (see Minute No. 162/07 above).

 

g)            Item 8: 3PL/2007/1325/F: Thetford: 29 Norwich Road: Convert dwelling to four apartments, erect four 3-storey townhouses, one 2-storey cottage dwelling and twelve 2-storey apartments for Willben Homes Ltd

 

Deferred, contrary to the recommendation; however, the Development Services Manager be authorised to grant permission for the proposed development, subject to the following conditions:

 

1)      the existing house to be retained;

 

2)      external materials to be agreed;

 

3)      the development throughout to feature gauged brick arches as opposed to soldier arches above the windows;

 

4)      genuine sash windows to be installed throughout the development;

 

5)      appropriate landscaping;

 

6)      the completion of a Section 106 Agreement to secure the financial contribution towards affordable housing provision in lieu of built units on the site;

 

7)      the completion of a Section 106 Agreement to secure the improvements to the adjacent road and widening of footways on the site frontages.

 

The Chairman thanked the applicant for addressing the Committee’s needs.

 

h)            Item 9: 3PL/2007/1336/CU: Attleborough: 51 Blackthorn Road: Change of use of amenity land to residential garden for Mrs Jacqueline Cook

 

Approved, as recommended.  The Committee understood that it was the Council’s policy to dispose of these sites but felt that the Ward Members should be notified in the first instance to ascertain whether they agree that these pieces of land should be sold.

 

i)              Item 10: 3PL/2007/1341/F: Swaffham: Land to rear of Conservative Club, London Road: 21 dwellings for retirement occupancy for Equity Holdings and Investments

 

Deferred, contrary to the recommendation, in order to enable further investigations to take place into:

 

1)            the lack of affordable housing;

2)            possible improvements to the access; and

3)            to clarify the meaning of sheltered housing.

 

j)              Item 11: 3PL/2007/1367/F: Gressenhall: Bramble Farm, Litcham Road: Proposed permanent agricultural dwelling with garage incorporating farm shop for Mr and Mrs Townsend

 

Approved, as recommended, subject to further conditions to include:

 

1)            limiting the range of products sold on the premises; and

2)            the removal of permitted development rights from the dwelling.

 

Item 12: 3PL/2007/1459/F: Dereham: 20 School Lane, Toftwood: Single storey extension and change of use to day care children’s nursery for Mr P Withey

 

Approved as recommended. 

 

Note: A letter had been received from Mr R Goreham, a Ward Member for Dereham Central, who was not supportive of the application and had urged Members to refuse it on various grounds.
