The duties to register, disclose and not to participate for the entire consideration of the matter, in respect of any matter in which a Member has a disclosable pecuniary interest are set out in Chapter 7 of the Localism Act 2011.  Those Members are also required to withdraw from the meeting room as stated in the Standing Orders of this Council.

The Chairman welcomed those present.

The Licensing Team Leader, Josie Hoven, advised that prior to the start of the meeting, the Licence Holder had handed in a typed letter to the Panel Members and to the Panel’s solicitor, surrendered his Taxi Licence to a Member of the Licensing Team and left the room. The letter stated that he no longer wished to hold a Taxi Licence with Breckland District Council. The Licensing Team Leader confirmed that she had invited him to return to the Committee Hearing after he had left the room, but this invitation was declined, and he left the building.

The Solicitor, Sarah Wolstenholme-Smy, said that as the Licence had been surrended prior to the meeting, there was no case to be heard and therefore no matter to determine or consider and no reason to continue with the Hearing, and as such, the Chairman officially closed the meeting.
