Decision

 

The application is granted as sought with the amended conditions noted below under “reasons for decision”.

 

Reason for the decision

 

The Panel considered the written and verbal evidence presented by all parties, in arriving at its determination. The Panel also took due notice of the Licensing Act 2003 and its regulations, the national guidance and the Council’s licensing policy. The Panel determined that the application be granted for a premises licence subject to the mandatory conditions drawn from the Licensing Act, those additional conditions agreed with the Environmental health (Protection) Team and the following additional conditions:

 

1/ Micro Switches will be fitted to the fire doors in the Function Room (The Main Event), which will alert staff via a buzzer and red light if they are opened by an unauthorised person. Once alerted staff will close the fire doors.

 

2/ Licensed door staff will be present every Friday and Saturday night and on each occasion where more than 100 customers are expected at any event/function or an accumulation of events/functions held at the premises.

 

The Panel noted the concerns of the local resident regarding noise disturbance but considered the Applicant had done everything reasonably possible to eradicate the threat of potential noise leakage and disturbance to neighbouring properties. Furthermore the additional conditions recommended by the Environmental Health Team would also assist and monitor this.

 

The existence of the review procedure to deal with activities at the premises causing concern to any of the responsible authorities or any other person were noted.
