Findings of Fact

The Licensing Sub-Committee had given weight to the fact that there were no representations from Environmental Health, no outstanding representations from the Norfolk Constabulary and that in respect of traffic concerns, there had been no representations from the Planning department.

The committee heard from the Licensing Officer that the Notice was placed on site for the 28-day period and after also hearing comments from the applicants and local residents regarding the placing of notices came to the view that the advertisement obligations had been met.



Reason for the Decision

The Licensing Sub-Committee had carried out a site visit which was very helpful in seeing the location of nearby dwellings and the vehicular access to the site.


The applicants live on site and the Committee find that they are likely to police the site to reduce any unacceptable disturbance.


The nature of the site and the intentions shown by the applicants do not indicate that this site will be used for large scale events on a frequent basis.  The expectation is that the general use of this licence will be for small scale and easily controlled events.


The Licensing Sub-Committee considered the history of the site so far as it was within the control of these applicants, and had not taken into account previous occasions causing nuisance which were the responsibility of others and which were therefore not a reason to believe that these applicants would act irresponsibly.
