Declaration of Interests

The Licensing Officer informed the panel that she was related to one of the Police Officers who attended incidents on the 22 December 2012 and 22 February 2013.


The Chairman informed the panel that he lived opposite Mr Bailey, the applicants’ witness, until 1993.

The hearing was conducted in accordance with the procedures as set out in the Agenda.



The applicant hadsought an extension to recorded music, supply of alcohol and an extension to the hours of opening to be from 09:00 to 04:00 on a Friday and Saturday.


Members considered the additional written representations received from the Norfolk Constabulary in advance of the Committee and also considered the additional written representations provided by the applicant at the Committee, which production was agreed by the Norfolk Constabulary. The Members took time to consider these.


The applicant amended her application to withdraw the requested changes to conditions 3 and 46 and the provision of Karaoke, as well as the change to opening hours and supply of alcohol on a Wednesday, which conditions are to remain as the current licence.


Following hearing evidence from the applicant and the Norfolk Constabulary the sub-committee made the following decisions:


Recorded Music

The hours for the licensable activity of the playing of recorded music were extended as follows:

Friday and Saturday from 09:00 hrs until 03:30 hrs


Supply of alcohol

The hours for the licensable activity of the supply of alcohol were extended as follows:

Friday and Saturday from 09:00 hrs until 03:30 hrs


Hours premises are open to the public

Friday and Saturday from 09:00 hrs until 04:00 hrs


The following conditions are removed from Annex 2 as follows:

1, 7(b), 28, 29, 30, 31, 32, 33, 40, 44, 61, 75, 85, 90, 97, 98, 99, 100, 102, 108, 109, 110, 112, 120, 128, 129, 137, 139, 140, 141, 142, 143, 144, 145, 146, 147, 148, 149, 150.


The following conditions in Annex 2 are amended to readas follows:


35 – The Premises Licence Holder shall agree with the Police and the Licensing Authority and will thereafter comply with the requirements of a written Door Staff Deployment Plan, a copy of which shall be attached to the premises licence. Any changes to the plan need the agreement of the Police and the Licensing Authority and in cases of dispute the definitive copy of the Door Staff Deployment Plan shall be that held by the Licensing Authority. A signed copy of the Door Staff Deployment Plan will available for inspection at the premises at all times.


45 – No person under the age of 18 years will be permitted entry to the premises or be able to remain on the premises after 18:00 on any day that regulated entertainment takes place.


83 – The dance floor shall be a restricted drinking area when in operation.
