The Hearing was conducted in accordance with the procedures as set out in the Agenda.




That having considered all the oral and written evidence submitted and having given consideration to the Licensing Act 2003 and its regulations, the national guidance and the Council’s licensing policy, the application be granted for a variation to the premises licence for the premises known as Mileham Village Hall, The Street, Mileham, King’s Lynn PE32 2RA to operate during the hours as stated below and subject to the mandatory conditions drawn from the Licensing Act and the following conditions:

  1. Alcohol can be supplied from 12.00 noon to 23.00 Monday to Sunday.
  2. The additional period for the sale of alcohol requested for Christmas Eve and New Years Eve is granted.
  3. The opening hours of the village hall will remain 0800 to midnight on any day with the extended hours on Christmas Eve and New Years Eve.


Reason for Decision


  1. The restriction in the hours for the sale of alcohol is to promote the Licensing objective relating to the prevention of Public Nuisance.
  2. The Committee took account of the proximity of residential premises to the village hall and car park.
  3. The Committee believes that the conditions as amended are appropriate, necessary and proportionate in the circumstances.

In reaching its decision, the Committee took into account the following National Guidance paragraphs:

9.38, 9.39, 10.08, 10.11, 10.12.

The Committee also considered its own policy of Part 5 (page 22) relating to hours of trading; representations under Part 3 (page 11) and Conditions (page 12) also under Part 3.
