The Hearing was conducted in accordance with the procedures as set out in the Agenda.


The Applicants withdrew their request for a seasonal variation for 24 hour opening in December.


Having considered all the oral and written evidence and having given consideration to the Licensing Act 2003 and its regulations, the national guidance and the Council’s Licensing Policy, the Sub-Committee made the following Findings of Fact:


  1. No representations were received from Responsible Authorities
  2. Many concerns raised and objections made were not directly relevant
  3. Tesco Stores Ltd have all necessary proper procedures in place for the sale of alcohol
  4. Tesco Stores Ltd have comprehensive training for all staff on restricted sales items
  5. Tesco Stores Ltd staff receive continuous training
  6. A night manager is to be employed, responsible for all parts of the premises
  7. The Applicant’s co-operate with all the Responsible Authorities and in particular with the Police.


The Sub-Committee therefore granted the application for a premises licence (as amended) for the premises known as Tesco Stores Ltd, 3 Thetford Road, Watton IP25 6BQ to operate for opening and sale of alcohol during the hours from 06:00 to 00:00 (midnight) from Sunday to Saturday, subject to the mandatory conditions drawn from the Licensing act and the following conditions:


  1. Written training policies and formal training policies and programmes are to continue in place and be implemented.
  2. All training / refresher materials are to be reviewed regularly
  3. The Think 25 Policy will be implemented.
  4. A till prompt will appear on the initial sale of alcohol to remind the seller of their legal responsibilities.
  5. The store will display signage around the premises informing staff and customers of the Think 25 Policy.
  6. The premises including the car park area will have a digital CCTV system in place.  The system will cover the main areas of the shop floor including the area reserved for the sale of alcohol.
    Images will be retained for a minimum of 21 days and made available on request to the enforcement agencies.
  7. A member of the Management Team will be in the premises whilst the store is open to assist customers and staff.


Reason for Decision


The Sub-Committee is satisfied that the steps contained within the operating schedule will promote the four Licensing objectives.




The Sub-Committee would also like to note that, given the co-operation and involvement by the applicant Company in the local community, the Sub-Committee would fervently wish to see that 80% of the car park be covered by CCTV provision and in particular the areas of concern expressed by several objectors.
