Minutes: The following persons were in attendance:
Applicant Applicant’s Representative Norfolk Constabulary Licensing Officer Norfolk Constabulary Police Officer Norfolk County Council Trading Standards Officer
The Hearing was conducted in accordance with the procedures.
The Senior Licensing Officer provided all in attendance a detailed overview of the report.
Members were asked to consider the following options:
1. Grant the licence subject to such conditions as are consistent with the operating schedule accompanying the application 2. Modify the conditions of the licence, altering or omitting or adding to them 3. Exclude any of the licensable activities to which the application relates 4. Refuse to specify a person in the licence as premises supervisor 5. Refuse to grant the application Representations from the Responsible Authorities related to the Licensing Objectives for the Prevention of Crime and Disorder and Protection of Children from Harm and were restricted due to confidential and sensitive information. Decision: In order to promote the Licensing objectives, the decision was taken not to grant the Premises Licence Application for reasons outlined to the Applicant and it was concluded that no steps would adequately address these matters. Reasons for the Decision: The Panel considered the written and verbal evidence presented by all parties in arriving at the determination. The Panel took due notice of the Licensing Act 2003 and the regulations made under it, the guidance issued under Section 182 of the Licensing Act 2003, and Breckland Council’s Statement of Licensing Policy.
