To consider passing the following resolution:

 

“That under Section 100(A)(4) of the Local Government Act 1972, the press and the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1 and 3 of Schedule 12A to the Act”.

Minutes:

RESOLVED that under Section 100(A)(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business on the grounds that they involve the disclosure of exempt information as defined in paragraphs 1 and 3 of Part 1 of Schedule 12A to the Act.

The hearing was conducted in accordance with the procedures.

 

Decision:

In order to promote the Licensing objectives, the decision was taken not to grant the application for a new premises licence at Boozeplus Butchery Bakery Grocery, 42 King Street, Thetford, Norfolk, IP24 2AP.

 

Reasons for the Decision:

The Panel considered the written and verbal evidence presented by all parties in arriving at the determination.  The Panel took due notice of the Licensing Act 2003 and the regulations made under it, the guidance issued under Section 182, and the Licensing Authorities statement of Licensing Policy. 

The representations from the two Responsible Authorities were noted and related to the Licensing Objective for the prevention of crime and disorder and were restricted due to confidential and sensitive information.

In order to promote the Licensing objectives, the decision was taken not to grant the Premises Licence Application for reasons outlined to the Applicant and no steps would adequately address these matters.
