The Minutes of the meeting held on 16 November 2011 were confirmed as a correct record and signed by the Chairman.

Apologies

Apologies for absence had been received from Cllrs Darby, Jolly and Lamb.

3.

Police Reform & Social Responsibility Act

Verbal update by the Chairman on the Westminster Briefing he attended on the Police Reform & Social Responsibility Act.

Minutes:

The Chairman gave feedback to Members on his attendance at a Westminster Briefing held on 14 December 2011 on the Police Reform & Social Responsibility Act.  He circulated hand-outs for information which covered :-

 

·        Alcohol Reforms – provisional timings

·        Past Trends – committee decisions for the past 3 years

·        Past Trends – reviews for the past 2 years

·        Appeals

·        Vicinity Test

·        Statistics following an interactive voting session

 

At the Briefing were members from the Home Office, Magistrates Association and Institute of Licensing, with an audience which consisted of Police Officers, Councillors and Council Officers.

A Day In The Life Of Licensing

A presentation by the Principal Environmental Health Officer.

Minutes:

A presentation was given by the Principal Environmental Health Officer on “A Day In The Life Of Licensing” which gave an overview on the scope of the Licensing Team.

 

Her presentation covered the following areas and statistics :

 

·        Off Licences

·        Taxis – there were 123 Hackney vehicles within Breckland and 50 Private Hire vehicles

·        Drivers – there were 214 licensed drivers

·        Street Trading – 90 permits were issued last year

·        Street Collection – 135 permits issued last year

·        Licensed Premises – 450 licensed premises were currently in the district

·        Gambling

·        Late Night Refreshment Licence

 

Following the presentation, she answered questions raised by Members which covered street trading licences, street collections and off licences.  She explained about the Service Team Plan when questioned about a scheduled programme of licence checks.

 

The Chairman expressed his gratitude to the Officer for her presentation.

5.

Demonstration On the Public Register

A presentation by the Principal Environmental Health Officer.

Minutes:

The Principal Environmental Health Officer gave a presentation on “The Public Register” to raise their awareness on information available to members of the public via the online Register of Breckland Licences.

 

She demonstrated online how the Register worked, and her presentation covered the following areas :-

 

·        Why do we have a public register?

·        Where can you find the public register?

·        What does the public register tell me?

·        What does the information tell me?

·        Premise Licence

·        Searching by electoral ward

·        What other information will be recorded against the premise?

 

It was felt by a Councillor to be of benefit to inform Parish Clerks of the facility, which the Officer agreed to do.  The Chairman would ask for information to be included on the Members Page within the intranet with regard to what was happening in Members’ wards.

 

She circulated a copy of her presentation to Members.
