Minutes:

Cllr P Duigan declared a prejudicial interest in Agenda Item 8(a) Dereham : Reference : 3PL/2011/0565/D by virtue of being a Member of Dereham Town Council, and left the room.

 

Cllr Sharpe declared a prejudicial interest in Agenda Item 9, Scheduled Item No. 1, by virtue of being an Executive Support Member for Asset Management.

 

Cllr Rogers declared a prejudicial interest in Agenda Item 9, Scheduled Item Nos 13 and 14 by virtue of being the Applicant for Scheduled Item No. 13 and having land adjoining Item 14.

 

Cllr North declared a personal interest in Agenda Item 9, Scheduled Item No 13, as the Applicant was a fellow Ward Member.

Minutes:

On Friday 30 September the application referred to in Agenda Item 9, Scheduled Item No. 16,  Caston, Land at Coronation Terrace : Breckland Council : Ref : 3PL/2011/0939/F, was withdrawn.

 

At the request of the Applicant, the Committee agreed to defer Agenda Item 9, Scheduled Item No. 17, Guist, Land at Bridge Road : Breckland Council : Ref: 3PL/2011/0967/F to allow Officers more time for further planning discussions to take place on the planning issues.

In fullness of time the LDF would become the Local Plan.  The Inspectors had indicated that site specifics report would be received in about two weeks.

Cllr P Duigan declared a prejudicial interest by virtue of being a Member of Dereham Town Council, and left the room.

 

Whilst improvements to the southern elevation of the building had been made, the Committee believed the Developer could improve the design further, as it was felt not to be good enough for Dereham or Breckland.  Comments made by Members covered the high and steep roof line.

 

RESOLVED that the application be deferred, contrary to recommendation for negotiation on design. The Committee remained unimpressed with the design and asked the Applicant for amendments to make the design more compatible with the buildings in Dereham and the surrounding location.

RESOLVED that the applications be determined as follows :-

 

(a)       Item 1 : Harling : Grigsons Wood, School Lane : Amendment to 3PL/2011/0576/F – step detail of the wall : Reference : 3NM/2011/0062/NMA

(b)       Item 2 : North Elmham : Land north of Silverstone Farm : Erection of an agricultural building for free range hens for Lord Charles Cathcart : Reference : 3PL/2011/0711/F

 

Three letters of support had been received along with three letters of objection which raised similar concerns to those of Gately Parish Council. The nearest neighbour was 1/3rd of a mile from the site boundary.

 

Mr Pick, Agent, stated that the principle of the development was supported by local and planning policy.  The proposal would create two full time rural jobs filled by local people.  The proposal was well screened and acceptable to Natural England and did not impact on the Listed Building.

 

            Approved, as recommended.

 

(c)        Item 3 : Thetford : Premier Inn, Maine Street : 2 storey extension to hotel, single storey extension to restaurant, revise car parking layout, relocate play area, for Whitbread Group Plc & Kier Homes : Reference: 3PL/2011/0715/F

 

The Principal Planning Officer (Major Projects) advised that the Committee had received correspondence from the Agent who wished for the item to be deferred.  Amended plans had been received since the Agenda had been issued which sought to address neighbour objections.  Further information had also been received which related to ecology and wildlife surveys, but these did not affect the recommendation on key issues. He advised the Committee that there was sufficient information provided to make a decision on the application.

 

Local issues raised gave cause for concern with regard to loss of trees, amenity and impact on local neighbours.  Some existing trees and woodland would need to be removed to make way for the development.  The Applicant had suggested that the trees were of a low quality, but Officers took a different view.  The area was subject to a Woodland TPO and it was an important area of woodland which should be maintained.

 

The proposed extended car park would take up a considerable amount of open space.  The Applicant sought to vary the S106 agreement.

 

Mrs Jones, Objector, advised she lived next door to the proposed application and was mainly affected. When she brought the property in 2008 no searches had revealed further development.  Her property would be overlooked by potentially 9 bedrooms.  Her garden was sunny and she was concerned that the roof line of the building would diminish some of that.  She was not aware that trees would be removed, and could not accept the proposed building.  The 3m fence currently in place was acceptable but she was concerned that if more trees were planted, they would totally screen her garden.
