The Chief Accountant (Breckland) presented the report to Members.  It was outlined that in December 2015 the Joint Committee approved a strategic budget for ARP which kept the base budget whilst creating an investment fund used to invest in trading, growth, efficiencies, which in turn delivered savings for future years.  The proposed budget continued with this approach and included the same level of efficiency targets as set in the previous year.

 

The transformation programme had made good progress to date, delivering some efficiency savings in 2016-17 earlier than forecasted.

 

It was RESOLVED that:

1)    The partnership budget  at Appendix A for 2017-18 of the report be approved;

2)    That the full 2016-17 underspend is allocated as follows:

i)       £10k is contributed to the ARP investment fund to be spent on production of a compendium of company documents for ARP Trading

ii)      Up to a maximum of £171k be held in reserve to cover any timing shortfall in achievement of efficiencies in 2017-18

iii)     The remaining balance be distributed back to partners.

Any Other Business

Minutes:

The Head of ARP wanted to inform Members that he had received a consultation paper for views on the use of video conferencing for combined authorities and joint committees.  West Suffolk had also drafted a response and the Head of ARP would also add to this.

 

Members were in agreement with this as it would allow for Members to attend a meeting of the Joint Committee at their council office rather than travel some distance to attend meetings.  The Chairman felt there was still value in sitting at the table to discuss issues, but added that it would make sense especially where a substitute was required at short notice.
