Purpose:
A Strategy to deal with the increase in
visitors to Natura 2000 sites as a result of the increase in
development in Norfolk
Decision:
RESOLVED that:
1) the Norfolk Green Infrastructure and Recreational Avoidance and Mitigation Strategy (GIRAM Strategy) and the Statement of Common Ground which commits planning authorities to an immediate review of the GIRAMS mitigation package be adopted;
2) the collection of obligations from applications for residential development in accordance with the recommendations in the GIRAM Strategy be approved.
Reasons for the decision:
The adoption and implementation of the GIRAM Strategy is required in order that the Council continues to meet its legal duty under the Conservation of Habitats and Species Regulations 2017 to support the Local Plan Process and its decision making around planning applications.
Alternative options considered:
1) To approve the Norfolk Green Infrastructure and Recreational Avoidance and Mitigation Strategy (GIRAM Strategy) and the Statement of Common Ground which commits planning authorities to an immediate review of the GIRAMS mitigation package.
2) To not approve the Norfolk Green Infrastructure and Recreational Avoidance and Mitigation Strategy (GIRAM Strategy) and the Statement of Common Ground which commits planning authorities to an immediate review of the GIRAMS mitigation package.
