To bring forward a Strategy for the private sector housing function reflecting changes in legislation and good practice.
That the Private Sector Housing Strategy be adopted.
Reasons for the decision:
1) To enable the Council to comply with the Audit Commission’s suggestion that the Council should have a separate Private Sector Housing Strategy to direct its housing enforcement function.
2) To be able to justify the Council’s actions to a Residential Property Tribunal.
Alternative options considered:
1) To adopt the new Strategy which reflects current legislative provision and the powers already adopted by Cabinet.
2) Not to adopt the new Strategy. The Audit Commission had commented in its last report that the Council did not have a separate Private Sector Housing Strategy.
